This is what the RBA had to say about the property market after a recent board meeting.
Household interest payments continue to decline and conditions in the established housing market have strengthened over 2013, according to the Reserve Bank of Australia (RBA). In a recent board meeting the bank heard house prices had increased by around 2.5 per cent over the September quarter and by 5.5 per cent over the year. In addition, the value of dwelling stock relative to household income remained below the levels that had prevailed for most of the past decade, according to the board. Positive signs highlighted by the bank were above-average auction clearance rates and an increase in loan approvals for established dwellings for both owner-occupiers and investors. “House prices and turnover had increased and leading indicators pointed to a pick-up in dwelling investment over the period ahead,” the RBA stated. “While credit growth remained moderate, there were signs of an increased appetite for borrowing, most notably among investors.” The RBA also noted dwelling construction remained higher than a year earlier and “forward-looking indicators pointed to a further recovery in the second half of 2013”. The rise in housing finance figures released today by the Australian Bureau of Statistics provide more positive signs for the residential building industry.
The total number of dwelling commitments rose 1.8 per cent in May, seasonally adjusted. The number of commitments for the construction of new dwellings rose 0.6 per cent and commitments for the purchase of new dwellings rose 0.7 per cent, seasonally adjusted.
Peter Jones, Master Builders Australia’s Chief Economist said the figures have risen for five consecutive months and indicate interest rate cuts may finally be starting to take hold.
“Nationally, loans for the construction of dwellings and for the purchase of new dwellings combined rose 0.6 per cent in the month, to be up 18.1 per cent from May 2012. Strong increases in commitments were recorded in Western Australia, New South Wales and South Australia. “The figures suggest that the recovery is starting to strengthen and is certainly welcome for the industry.
“Home builders are banking on further improvements and for lower interest rates to continue to work to drive an improvement in building activity,” Mr Jones said.

Positive Australian Bureau of Statistics housing finance figures released yesterday indicate that confidence may be starting to return to the housing sector in response to interest rate cuts.
Master Builders Director of Housing Policy Paul Bidwell said the total number of owner occupied dwelling commitments in Queensland rose 1.8% in March (seasonally adjusted), following on from a 3.6% increase in February.
“This welcome improvement in housing finance figures is good news for an industry going through the tenuous signs of recovery,” Mr Bidwell said.
“It is up 2.4% from where we were in March 2012.
“The four interest rate cuts last year and stable macro-economic conditions underpin the housing sector’s impending time in the sun.
“Master Builders hopes that the Reserve Bank’s decision to cut interest rates again in May will give new home buyers the boost in confidence to enter the market.”
Of the 1.8% increase in dwelling commitments in March, the construction and purchase of new, versus established, homes made up about 16%.
Nationally, owner occupied dwelling commitments rose by 5.2% (seasonally adjusted).
